Can't speak for those wires

But as far as the holes in the building, must be some construction going on as there is a swing stage to the right of the holes.

What bothers me is the cluttered roof top across the street to the left.

Very strange sight

Those electric wires routed right in front of those windows on the right-hand side building, top 3 floors look absolutely A-OK! Not really. But also, what's with those big holes in the same building.
